Panama City's surveillance project is part of a national security system created by presidential decree, following the Government's assertion that improving the country's economy required a comprehensive public safety system.

The project required a high-quality, fast video surveillance system that operated across the country.

To establish network connections, it was decided to use public telecommunications channels. This meant that the system had to operate across multiple network platforms (Mpls, ADSL and Ethernet) distributed throughout the country, and incorporate hundreds of nodes, who already supported high volumes of voice and data traffic.

In addition, the integrator had to be able to perform network maintenance and troubleshooting using standard resources.

The chief design consultant and integrator decided that the best possible solution to optimize video quality and compression would employ a restricted variable bitrate (CVBR). CvBR would ensure uniform use of network bandwidth and allow estimating network load at peak times.

Since the selected IP-CCTV system uses the UPnP protocol to detect video monitoring and recording devices on the network, it was necessary to create VLANS (Virtual Local Area Networks) and VPN (Virtual Private Networks) to encapsulate all data traffic from system components within your own separate virtual network. This allowed system diagnostics and troubleshooting to be performed without interference from external elements.

To establish VLANs and VPNs, ThruLinks were installed, solution KBC Networks, distributing in Spain and Portugal ProdexTec, standard layer at each node point; high-capacity control centres, allowing traffic to be encrypted and encapsulated so that video streams are virtually invisible to the network.
