The Panama City surveillance project is part of a national security system created by presidential decree, following the government's statement that to improve the country's economy a comprehensive public security system was needed.

The project required a high-quality, high-speed video surveillance system that would operate throughout the country.

To establish network connections, it was decided to use public telecommunications channels. This meant that the system had to work across multiple network platforms (MPLS, ADSL, and Ethernet) distributed throughout the country, and incorporate hundreds of nodes, that already supported high volumes of voice and data traffic.

Besides, the integrator had to be able to perform network maintenance and troubleshooting using standard resources.

The chief design consultant and the integrator decided that the best possible solution to optimize video quality and compression would use a constrained variable bitrate (CVBR). The CVBR would ensure uniform use of network bandwidth and allow estimating network load during peak hours.

Since the selected IP-CCTV system uses the UPnP protocol to detect monitoring and video recording devices on the network, it was necessary to create VLANS (Virtual Local Area Networks) y VPN (Virtual Private Networks) to encapsulate all data traffic from the system components within their own independent virtual network. This allowed system diagnostics and troubleshooting to be carried out without interference from external elements.

To establish the VLANs and VPNs, ThruLinks were installed, solution of KBC Networks, which is distributed in Spain and Portugal ProdexTec, standard layer at each node point; and high capacity at control centers, allowing traffic to be encrypted and encapsulated so that video streams are virtually invisible to the network.
