Badalona will launch in 2027 a network of 615 video surveillance cameras
He Ayuntamiento de Badalona (Barcelona) tenders for about 27 millones de euros un sistema integral que combinará videovigilancia ciudadana, automatic license plate reading, analítica de vídeo con inteligencia artificial y una nueva infraestructura de control para la Guardia Urbana.
Badalona prepara un importante salto tecnológico en materia de seguridad urbana con el despliegue de una red of 615 video surveillance cameras que comenzará a instalarse en 2027 y cubrirá los distintos barrios y polígonos industriales de la ciudad. El Ayuntamiento ha licitado el contrato para implantar y mantener el sistema, con un presupuesto cercano a los 27 million euros y una vigencia que se prolongará hasta 2032.
El proyecto contempla 488 cámaras destinadas a seguridad ciudadana y 127 dispositivos especializados en lectura automática de matrículas (LPR/ALPR). La instalación se realizará de manera progresiva a lo largo de 2027, con el objetivo de completar el despliegue de los 615 puntos de captación durante ese ejercicio. Los pliegos técnicos establecen un plazo de ejecución de nueve meses desde el inicio de los trabajos.
Más allá del incremento cuantitativo de cámaras, el proyecto plantea la creación de un sistema integral de videovigilancia inteligente y análisis urbano de seguridad. Los dispositivos deberán proporcionar imágenes en alta resolución, incluyendo flujos de vídeo 4K, junto con metadatos susceptibles de ser procesados mediante herramientas de analítica avanzada.
Entre las capacidades previstas figuran la object classification, como personas y vehículos, the detection of anomalous behaviors and people counting. The system will also incorporate a specific solution for license plate analysis and another platform for video forensic analysis, aimed at facilitating the investigative and information exploitation tasks by the Urban Guard.
The technological architecture is completed with a cloud-native VMS platform for video management, streaming, recording and storage, as well as an integrated security management platform capable of centralizing events, alarms, incidents and operational flows.
Optical fiber and 5G to connect the cameras
Uno de los elementos destacados de la arquitectura será la infraestructura de comunicaciones encargada de transportar en tiempo real los flujos de vídeo desde los diferentes puntos de captación hasta el nodo central.
El Ayuntamiento plantea una red híbrida de conectividad, basada prioritariamente en fibra óptica y complementada con tecnología 5G en aquellos emplazamientos donde el despliegue de fibra no resulte técnica o económicamente viable. La red deberá garantizar capacidad, availability, baja latencia y calidad de servicio suficientes para transportar múltiples señales de vídeo de alta resolución.
Toda esta infraestructura tendrá como núcleo el Centro de Procesamiento de Datos (data center) de la Guardia Urbana de Badalona, which will function as the central node for communications and network services. It will concentrate functions related to connectivity, the security of communications and the integration of the video surveillance platform with other municipal systems.
The project is not limited to installing cameras in public areas. The plan also includes the adaptation of the Control Center, a Crisis Room and the Data Processing Center (CPD) of the Urban Guard facilities, in addition to the technical infrastructures necessary to operate the new system. The new infrastructure will allow centralizing the monitoring of images and incident management, incorporating audiovisual systems and operation stations designed to work continuously. The specifications also include redundant power supply through UPS systems, precision air conditioning, access control and radio communication systems.
The contract also includes maintenance of the cameras, the infrastructures and the different technological platforms during the term of the contract. Among the planned services are the maintenance of the VMS platform, the LPR solution, advanced video analytics, the comprehensive security platform and the support of the data center and control and crisis rooms.
Cybersecurity and data protection
The system design includes a specific section dedicated to cybersecurity, data privacy and governance, an aspect especially relevant due to the volume of information generated by a network of this size. Technical requirements include network segmentation and isolation of video surveillance traffic, as well as end-to-end encryption mechanisms, data protection, security incident management and compliance with the National Security Scheme (ENS) and the General Data Protection Regulation (GDPR).
The specifications also establish requirements related to the cybersecurity of the devices themselves, the traceability and secure origin of the components that are part of the system.
The City Council plans to award the contract before the end 2026 in order to be able to start work at the beginning of 2027. The contractual schedule includes carrying out during that year the adaptation works of the CPD, the Control Center and the Crisis Room, in addition to the installation of **615 the cameras and the associated connectivity infrastructure.
In this way, Badalona proposes a transformation of its video surveillance model based not only on increasing the number of devices deployed in public spaces, sino en integrar aptación de vídeo, license plate reading, analytics through artificial intelligence, cloud storage, high-capacity communications and centralized incident management on a single technological platform.
