The Interior launches the security plan ahead of the visit to Spain of Pope Leo XIV

He Home Office it will coordinate a vast security apparatus designed to ensure the normal development of all planned events during the visit to Spain by Pope Leo XIV between the days 6 y 12 of June of 2026.

Although Spain has previously successfully hosted papal visits, such as those by Saint John Paul II or Benedict XVI, which included the World Youth Day of 2011, the fact that the one scheduled for Leo XIV takes place in the autonomous communities of Madrid, Catalonia and the Canary Islands and in cfour different provinces, two of them insular (Madrid, Barcelona, Gran Canaria and Santa Cruz de Tenerife) is a novelty that has made it necessary to design a special security plan documented in the instruction 2/2026 of the Secretary of State for Security.

The instruction sets out a common framework for intelligence preparation to identify potential risks, the preparation by the Security Forces and Corps of the operational plans and arrangements that must be implemented at the different locations of the papal visit, and entrusts to the General Directorate of Coordination and Studies the management of the dynamics of coordination, collaboration and cooperation necessary among the different actors, police and of other kinds, involved in the development of the visit with the best conditions of safety and protection.

The General Directorate of Coordination and Studies will also oversee the review and adaptation, where appropriate, of the security plans, autoprotección y emergencias, así como su integración y funcionamiento sinérgico con los dispositivos de las Fuerzas y Cuerpos de Seguridad para garantizar la seguridad integral en los espacios e instalaciones en las que se vayan a desarrollar los diferentes eventos programados en la visita papal.

En la reunión general de coordinación celebrada en la sede del Centro Tecnológico de Seguridad (CETSE), el Ministro del Interior, Fernando Grande-Marlaska, ha puesto énfasis en que la ejecución del plan especial de seguridad es “and esfuerzo compartido y conjunto de todos los organismos e instituciones aquí representados, pues solo así, trabajando de forma coordinada y en colaboración, es posible garantizar los resultados esperados y que la visita papal trascurra con normalidad y sin compromisos para la seguridad de las personas y de los bienes”.

En la reunión han participado los máximos responsables de todos los departamentos del Ministerio del Interior implicados en el plan especial de seguridad: Secretaría de Estado de Seguridad, Secretaría General de Protección Civil y Emergencias, General Directorate of Coordination and Studies, Dirección General de Tráfico (DGT), Centro Nacional de Protección de las Infraestructuras Críticas (CNPIC), Oficina de coordinación de Ciberseguridad (OCC) y el Centro de Inteligencia contra el Terrorismo y el Crimen Organizado (CITCO).

Al encuentro también han asistido representantes de Presidencia del Gobierno; de los ministerios de Presidencia, Justicia y Relaciones con las Cortes, de Asuntos Exteriores, Unión Europea y Cooperación y de Defensa, así como miembros de la Casa de Su Majestad el Rey y de la Conferencia Episcopal.

Además de los máximos responsables de Policía Nacional, Guardia Civil y Mossos d´Esquadra, han participado en la reunión responsables de las delegaciones del Gobierno de Madrid, Cataluña y Canarias; de los gobiernos de esas tres comunidades autónomas, y de los ayuntamientos de Madrid, Barcelona, Las Palmas de Gran Canaria y Santa Cruz de Tenerife.

Finally, también han participado representantes de ENAIRE, Aeropuertos Españoles y Navegación Aérea (AENA), RENFE y el Administrador de Infraestructuras Ferroviarias (ADIF).

Fases del dispositivo

Fase previa. Desde que fue confirmado el viaje papal, el Ministerio del Interior inició los trabajos para construir las bases y asegurar las capacidades operativas necesarias para garantizar la seguridad y el normal desarrollo de la visita mediante reuniones de información y coordinación necesarias para la elaboración de los dispositivos operativos y garantizar la movilización de los recursos y capacidades necesarias.

Fase preventiva. Durará hasta las 24:00 hours of the day 31 in May 2026, momento en el que deberán estar diseñadas y planificadas las actuaciones a establecer por las Fuerzas y Cuerpos de Seguridad, que se concretarán en los correspondientes dispositivos de seguridad.

In this phase, all information will be obtained and analyzed regarding any fact or circumstance that could alter or put at risk or endanger the development of the papal visit, and coordination mechanisms between the Security Forces will be established, the Armed Forces, the Government delegations, the autonomous communities, the town councils and other agencies and security operators participating in the Special Plan or designated or determined for that purpose.

Alert phase. From the 00:00 hours of 1 June, and up to 24:00 hours of 5, the special security plan will be activated to guarantee the existence of safe zones and spaces in the affected locations and evacuation routes; the security conditions at accommodation sites, routes used, emergency facilities and critical infrastructures, as well as other centers or facilities deemed necessary.

Critical phase. The critical phase of the special security plan has been adjusted to the different territories that will be visited by Pope Leo XIV:

• Madrid Headquarters: from 00:00 hours of 6 at 13:30 hours of 9 June.
• Barcelona Headquarters: from 07:00 hours of 9 at 08:00 hours of 11 June.
• Canary Islands Headquarters: from 00:00 hours of 11 from June until, he 12 June, the aircraft transporting the Supreme Pontiff leaves Spanish airspace.

In these three moments, the special security plan will be at its maximum activation level, as well as the self-protection and emergency plans, all in coordination with the Alert Level of the Prevention Plan, Counterterrorism Protection and Response (e, level 4 reinforced), in order to ensure the comprehensive safety of the entire visit.

The respective security plans will include a protection device for the Pope and members of the delegation according to their level of risk, as well as the deployment of a special protection and public order device along the itineraries, locations planned for visits and/or celebrations officiated by the Holy Pontiff.

The device will also take into account the security of accommodation locations, backup and/or evacuation centers and places of congregation of the faithful.

In this critical phase, coordination and command centers will be established in the cities of Madrid, Barcelona, Las Palmas y Santa Cruz de Tenerife para facilitar la coordinación y seguimiento inmediato de los específicos dispositivos a desarrollar y articular la respuesta ante cualquier incidencia, en los que se integrarán representantes de todos los organismos implicados en el plan especial de seguridad.
