Axxonsoft in Safe City Turin

With the system Axxonsoft APSIM Intellect, this Italian city has achieved better urban security.

Turin is an important economic and cultural center of Northern Italy, with a population close to the 880.000 Inhabitants. Like other Italian cities with tourist attraction, is quite safe. However, in its more than 130 square kilometers of territory, there are higher risk areas where there are drug trafficking and criminal conflicts. According to the annual crime rate of LAB24 in the Italian provinces, ranks fifth with an annual record of 5.600 crimes for each 100.000 Inhabitants.

In addition to fighting crime and drug trafficking, the municipal police had to improve the security of the urban infrastructure. To increase security and eradicate vandalism, it was decided to deploy a video surveillance system that covered all risk areas to detect crimes and crimes in real time.

The municipality of Turin commissioned the project Safe City to create a centralized remote monitoring system of the situation on the city streets and a prompt response to unwanted events.

To meet customer needs, techno center system integrator proposed a project based on Axxonsoft's Intellect PSIM, a very flexible software platform that can be configured to include only the necessary features.

Safe City project deployment

The project was divided into two stages. The first included the implementation of a video surveillance solution in the key areas specified by the customer.

The second involved a public-private partnership in which private surveillance systems could be connected (of retail stores, production facilities, various institutions and individuals) to a publicly owned video surveillance network.

The Physical Security Information Management System (PSIM) Intellect provides video surveillance with visible light and thermal cameras; video analysis with object tracking and motion heat maps; Face Intellect for facial recognition; and Auto Intellect for traffic safety.

Servers and storage are located in Milan, in a server cluster from a telecommunications provider. A thousand cameras were installed and 50 remote workstations in Turin, with a command center at the city police headquarters.

To facilitate night surveillance, an automatic alarm notification system was introduced, which includes thermal cameras, fixed lights and speakers.

the system response was configured as follows: if people are detected at the scene by at least two cameras, the lights turn on and an audio message is sent through the speakers. Police officers receive a notification by email and in a special mobile app.

Thermal imaging also helps detect areas where potential perpetrators gather overnight. For this a motion heat mapping tool is used. Popular in retail analytics, is often used to generate a heat map of visitor activity on the sales floor. Most of the sites where this type of detection is used are public parks popular with drug traffickers.

The comprehensive security solution also includes a facial recognition system with a database of a thousand wanted people, as well as the automatic recognition of license plates (ANPR/LPR) and automated systems for traffic compliance. The automatic recognition of license plates is performed on the servers and locally on the cameras that have such a function.

The solution driven by the PSIM Intellect of Axxonsoft meets the requirements raised and goes beyond the simple efficiency in video surveillance. A timely and targeted response mechanism was installed to automatically inform the police of any undesirable activity in the area.
