Indra iSafety facilitates the integrated performance of all the personnel of the new Cemelpa
The Indra iSafety system has been the chosen solution for the new Municipal Emergency Center of Las Palmas de Gran Canaria (Cemelpa) to facilitate the integrated operation and management of the Municipal Police, Civil Protection and Firefighters.
The multinational Indra has been chosen to develop and implement the management system of the recently inaugurated Emergency Center of Las Palmas de Gran Canaria (Cemelpa), located in the town of La Paterna, and in which around twenty personnel of the Local Police, Firefighters and Civil Protection are integrated.
With a total budget of 1.211.000 euros for the launch of Cemelpa, Indra has been awarded the technological equipment of the control room, while the deployment of fiber optics and IP video equipment corresponds to Lumican, company belonging to Etra Group.
Indra's iSafety solution facilitates Cemelpa's integrated action of these forces and emergency response, as it is used in cities like Madrid and Buenos Aires, from where all traffic and security cameras of the Canary capital are controlled, as well as coverage of mass events, such as the famous Carnival, that take place in the city.
This system allows making use of the information collected by the different smart systems and sensors already deployed in the city in its smart city process, in order to improve the effectiveness of the security forces' actions, providing intelligent support for receiving citizen requests and for the coordinated management of actions by the different forces and bodies involved in their resolution with a comprehensive and coordinated response.
As the company points out, the concept of smart city cannot be understood if it is not accompanied by an improvement in the safety conditions of citizens. iSafety brings together in a single platform a set of new integrated applications, like alert management systems, coordination, control, answer, dispatch and resource tracking, communications integration, geographic information systems or vehicle tracking systems.
From this center, the city's situation is monitored in real time, through a videowall configured with large-format screens in 3×3, the city's situation, receiving information from different sources and accessing traffic cameras and surveillance of official buildings and sensitive infrastructures to efficiently coordinate operations.
In addition to work positions for the personnel of the different forces in the same space, Cemelpa has an adjacent crisis room, from which the commanders can plan and supervise the management of any emergency.
Indra has equipped the center with communication systems, recording, vehicle and municipal unit location tracking, as well as TETRA radio terminals, which guarantee the availability of communications in case commercial networks fail. En los vehículos de los diferentes cuerpos de seguridad también se han instalado este tipo de terminales para facilitar el intercambio de información y envío de órdenes. In addition, en distintos lugares de la ciudad habrá puntos de atención ciudadana desde los que se podrá contactar con el centro, que también estará integrado con el servicio 112, dependiente del Gobierno de Canarias.
El Cemelpa cuenta con una superficie diáfana de 156 square meters, donde trabajan los técnicos que reciben las llamadas, rodeada por diversas dependencias de apoyo. Al igual que sucede en otros centros de emergencias, se ha habilitado una sala de crisis, en la que en caso de emergencias graves pueden reunirse los miembros que componen el Centro de Coordinación (Cecopal) and activate the Municipal Emergency Plan (Pemulpa) in case of a disaster, in addition to other facilities such as meeting rooms, changing rooms and parking.
In this space there will also be the Technical Unit of Security and Emergencies, responsible for the deployment of the municipal emergency plan, together with social media administrators regarding mobility and security, essential when providing recommendations due to weather alerts or traffic diversions because of large events.
The launch of Cemelpa, inaugurated by the Government Delegate of the Canary Islands, María del Carmen Hernández Bento; together with the Counselor for Institutional Cooperation of the Cabildo of Gran Canaria, Antonio Hernández Lobo, and the mayor of the Ayuntamiento de Las Palmas, Juan José Cardona, supone el primer paso para la creación del centro de control de toda la ciudad, donde además de las emergencias, se gestione y controle la actividad de todos los servicios municipales, como alumbrado, parques y jardines, limpieza, etc.
